Compute a plan's progress from maneuver and ManeuverControlState.

Parameters
[in]manpointer to maneuver message
[in]mcspointer to ManeuverControlState message
[in]durationspointer to vector of maneuver duration(s)
[in]total_durationfull duration of the plan
Returns
progress of the whole plan
